The Europe imagined by the founding parents after the horrors of two world wars is still unfinished, and the goal of a federal community on the continent that guarantees peace, justice, solidarity and democracy is always today the necessary and urgent answer to the challenges of a world paralysed by global disorder.
On 14 February forty years ago, on the inspiration of Altiero Spinelli, the European Parliament approved by a large majority a draft intended to replace the Treaties of Rome in order to realise the goal of a supranational constitutional order that was the basis for the Schuman Declaration on 9 May 1950. The assembly elected by the citizens on 10 June 1979 was in fact convinced that peace, justice, solidarity and democracy on the European continent and as a model on the international level could only be guaranteed with a reasonable and commensurate response to the new and serious political, economic, financial and social problems facing the European Communities after more than forty years of gradual steps forward redefining the division of competences between the States and the common institutions, reforming the decision-making system so that in the future Union it could be effective and no one institution or State could overwhelm the others or block any action.
According to the Assembly, the main objective of the project was to be based on a new confidence of the peoples of the Communities in European integration and that this was to be strengthened by a common identity and citizenship, the enhancement of fundamental rights, the role of the Union as an actor in a progressively globalised world, a common societal policy and a budget adequate for the creation of public goods with a transnational dimension. To achieve this objective through a common, global, coherent and constructive project that would demonstrate the extent to which the European idea had now gone beyond the realm of traditional political ideologies, the Assembly had decided to follow the path of the method that had led all European States to equip themselves with a democratic constitution by entrusting its writing to a parliamentary public space on behalf of the citizens who had given it a mandate, and by defining an agenda that would allow the European Parliament to dialogue with the parliaments of the member States and thus with the representatives of the same political families in order to arrive at a final shared project in accordance with representative democracy.
Based on all of the EU’s achievements, the commitments made before the citizens who attended the Conference on the Future of Europe, and the key features of the proposals for revising the Lisbon Treaty voted on by the current European Parliament we are convinced that - in order to complete the Europe imagined by the founding parents after the horrors of the wars and to respond to the challenges of a world paralysed by global disorder - the Parliament to be elected from 6 to 9 June must take up the essential elements of the draft approved by the assembly on 14 February 1984 and transform it into a coherent and comprehensive text of a constitutional nature submit it to the scrutiny of the national parliaments of the member countries and the candidate countries through assemblies in which the members participate as representatives of the European political families, and adopt the new Fundamental Law in the version on which the citizens of Europe will be asked to vote in a pan-European referendum so that it can enter into force by the end of the next parliamentary term among the countries and peoples who will have accepted it. By doing so, we will complete the idea of Europe born after the horrors of the wars and be a model for the international community.
