British Council, Instituto Cervantes, Goethe Institut, Institut Français – warum kein Europa-Institut ?

In Spanien gibt es das Instituto Cervantes, in Großbritannien die British Councils, in Deutschland die Goethe Institute. Frankreich wollte sein Institut Victor Hugo und bekam schließlich die Institut Français. Der Sinn der angestrebten Neuorganisation in Frankreich steht außer Frage. Allerdings fehlt es den Mitgliedstaaten der Europäischen Union insgesamt an Ambition und wahrem Willen zur Strukturierung der internatinoalen Kulturpolitik. Warum nehmen wir uns nicht in aller Konsequenz die Schaffung eines Europa-Instituts vor ?
