While you are right that Barroso will remain in his constraintns, it's the member states again that fail to deliver. The EC has learnt that they are putting country-specific recommendations in place - not just one size fits all. Nonetheless it would be necessary to have sanction mechanisms - what won't come. Hence the 2020 strategy will be toothless again... And again the instruments are missing to actually meet the targets.
