<p>I would sligthly disagree though. While you are right that Barroso will remain in his constraintns, it's the member states again that fail to deliver. The EC has learnt that they are putting country-specific recommendations in place - not just one size fits all. Nonetheless it would be necessary to have sanction mechanisms - what won't come. Hence the 2020 strategy will be toothless again... And again the instruments are missing to actually meet the targets. <p>Of course, Barroso will not change. Let us put all the pressure we can on Parliament. Let the federalists organize themselves as the most active lobbyists. Let us be after our representatives to help them see the light !</p>
